Change

Add an internal client for DOC0 upload-intent inspection, using a trusted original fingerprint and authenticated scope. Preserve not_found, in_progress, reconciliation_required and completed_recorded as observations, never as permission to retry, settle credits, or claim storage and extraction are complete. Reject invalid, unknown, redirected, oversized or unavailable responses.

Validation

• 13 targeted client tests, full suite 1,263 passed and 190 skipped; typecheck, targeted lint and local Next.js build passed.
• The local build used a copied existing dependency tree whose source lockfile differs; CI verifies the locked build.

Depends on admin/doc0#429. No durable attempt manifest, production authorization adapter, customer route, fresh storage verification or automatic reconciliation is wired by this PR.
