Verified by comparing its file list against main (added-files present: all; modified files: none)
That check was re-run here, mechanically, per the closure rule (git merge-base --is-ancestor <pr-head> main, else every changed file present on main with an identical blob SHA):
$ git merge-base --is-ancestor feat/golden-standard-scaffold main -> FALSE

ABSENT-ON-MAIN docs/compliance/SCAFFOLD-TODO.md
Two files absent from main, two present but different. Neither branch of the closure rule holds, so "added-files present: all; modified files: none" was false on all four counts. The PR also carried a genuine merge conflict (pull_request.status = 0, conflicted_files = [".devcontainer/devcontainer.json","compose.dev.yaml"]) — a conflicted PR is by definition not already-on-main. Reopened.
What changed on the branch, and why the diff is now one file
main moved a long way past 2026-08-11. Each file was resolved on what main says today (08c88f39), not on the scaffold's intent:
.devcontainer/devcontainer.json — kept main. Main's version is strictly richer: corepack pin, siax-doctor postStart, forwardPorts, AUTH_ENFORCE. The scaffold's three-line version would be a regression.
compose.dev.yaml — kept main. Main declares a real pgvector/pgvector:pg16 service with an init mount, healthcheck and a documented P014 verification. The scaffold's services: {} would have deleted a working local dev stack.
docs/compliance/SCAFFOLD-TODO.md — dropped. Written 2026-08-11 and now false on every substantive claim: it says siax.repo.json fails schema validation (main's has repo, lifecycle, gitHost, consumedBy, children, operationalState), that domains are strings (they are objects), that consumedBy is missing (it is present), and that DOC-07 has no proven restore (docs/runbook/backup-restore.md line 23: "P014 restore-övning: EXEKVERAD 2026-09-03"). Merging it would have added stale false statements to a compliance directory.
.gitea/CODEOWNERS — kept. Genuinely absent from main, still wanted by CI-14, correct as written.
So the net diff against main is one added file. That is a smaller PR than the original, arrived at by reading the four files rather than by asserting a comparison — which is the difference between this and the closure it reverses.
Note for anyone tracing the pattern: 0pt already had a security.yml on main (curl-installed Trivy, advisory --exit-code 0), so this PR never carried the broken container-mount version that 1p and id0 did. That one is fixed in 1p#15 and id0#24.
The original PR description follows unchanged. Gitea's write token available to this session carries only write:repository, not write:issue, so this reasoning is in the description rather than a comment; no new token was minted for it.
Applies siax-standard/packages/scaffold (branch feat/scaffold-generator, PR #9) to sax3l/0pt.

Manual corrections to docs/compliance/SCAFFOLD-TODO.md
The generator writes some TODO/warning lines unconditionally, regardless of the target repo's actual state. Three of them were false for this repo's real siax.repo.json and were corrected by hand before this push:
appId / REPO-05 — template claimed appId is null needing an appIdJustification field removed. The existing siax.repo.json already has appId: "0PT" set and no such field exists (AR-1 never touched the file, so this hypothetical never applied here). Corrected to instead ask for confirmation that 0PT is registered in CL0UD APP_REGISTRY.
domains — template claimed 0 st "inga funna" (none found). The existing siax.repo.json already lists 2 domains (0pt.app, api.0pt.app) as strings; the new schema requires objects, so they fail validation and silently drop to 0 in the derived count. Corrected to clarify these need type conversion, not invention from scratch.
consumes[] / consumedBy[] — template asked to fill in both "from scratch". consumes[] is already fully populated (CL0UD, ST0RE, N0D, AUD0, INF0); only consumedBy[] is actually missing. Corrected accordingly.
Remaining gap
REPO-04 stays FAIL: the existing siax.repo.json still doesn't validate against the v2.0 schema (missing repo, lifecycle, gitHost, consumedBy, children, operationalState; unknown fields name/deploy; domains[] wrong type; designSystem wrong type). AR-1 will not overwrite a file that already has content, so this requires a human edit — tracked in docs/compliance/SCAFFOLD-TODO.md.

The generator writes some TODO/warning lines unconditionally, regardless of the target repo's actual state. Three of them were false for this repo's real `siax.repo.json` and were corrected by hand before this push:
1. **appId / REPO-05** — template claimed `appId` is `null` needing an `appIdJustification` field removed. 2. **domains** — template claimed `0 st "inga funna"` (none found). ## Remaining gap
REPO-04 stays FAIL: the existing `siax.repo.json` still doesn't validate against the v2.0 schema (missing `repo`, `lifecycle`, `gitHost`, `consumedBy`, `children`, `operationalState`; unknown fields `name`/`deploy`; `domains[]` wrong type; `designSystem` wrong type). Applies siax-standard/packages/scaffold (feat/scaffold-generator) to close
three BLOCK-level gaps found by the doctor:
- .gitea/CODEOWNERS (CI-14) — was completely missing
- compose.dev.yaml (DX-02) — was completely missing, left as `services: {}`
since the scaffold cannot know this repo's real local dependencies
- .devcontainer/devcontainer.json (DX-03) — was completely missing
siax.repo.json, the four docs/runbook/*.md files, .gitea/workflows/security.yml,
prompts/000-INDEX.md and contracts/openapi.yaml already existed with content
and were left untouched (AR-1: the generator never overwrites existing content).
docs/compliance/SCAFFOLD-TODO.md was generated and then manually corrected
before this commit — the generator emits some fixed TODO/warning lines
regardless of actual repo state, and three of them were false for 0pt:
- claimed appId is null needing an appIdJustification field removed; the
EXISTING siax.repo.json already has appId: "0PT" set, no such field exists
- claimed domains: 0 ("none found"); the EXISTING siax.repo.json already
lists 2 domains (0pt.app, api.0pt.app) as strings — the new schema wants
objects, so they fail validation and get silently dropped to 0, which
reads as "no domains configured" when in fact 0pt.app is a real domain
- asked to fill in both consumes[] and consumedBy[] "from scratch"; consumes[]
is already fully populated in the existing file (CL0UD, ST0RE, N0D, AUD0,
INF0) — only consumedBy[] is actually missing
Doctor measuredScore: 74 -> 85 (CI-14, DX-02, DX-03 flip FAIL -> PASS).
REPO-04 stays FAIL: siax.repo.json still needs a human to add the missing
required fields and convert domains to the new object shape (AR-1 will not
touch a file that already has content) — tracked in SCAFFOLD-TODO.md.

Since this branch was cut, main advanced with a separate, independently-authored PR (#20, "docs+chore: repo hygiene -- v2.0 manifests, ADRs, changelog, doctor, guides") that ALSO added compose.dev.yaml and .devcontainer/devcontainer.json -- with different, more complete content (main's compose.dev.yaml wires a real Postgres service; main's devcontainer.json adds postStartCommand, forwardPorts, VS Code extensions). That's an add/add conflict, which is why this PR shows mergeable: false.
I deliberately did not merge main into this branch to resolve it myself: a real merge would pull ~30 unrelated files from #20's much larger changeset into this small, focused PR, which felt like the wrong call to make unilaterally. I also won't force-push or merge to main per standing policy.
This PR's actual, still-valid contribution against the pre-#20 baseline is 4 files:
.gitea/CODEOWNERS (CI-14) -- not touched by #20, still a genuine gap on current main
docs/compliance/SCAFFOLD-TODO.md -- not touched by #20, still a genuine gap on current main
compose.dev.yaml (DX-02) -- superseded by #20's richer version
.devcontainer/devcontainer.json (DX-03) -- superseded by #20's richer version
Suggest closing this PR and re-cutting just the CODEOWNERS + SCAFFOLD-TODO.md pieces against current main, or resolving the two conflicts here by hand favoring #20's versions -- your call which.

PR #21 was batch-closed 2026-09-04 as "verified against main (added-files
present: all)". That check cannot have run: `.gitea/CODEOWNERS` and
`docs/compliance/SCAFFOLD-TODO.md` were absent from main, and the other two
files differed. Reopened; this merge resolves it against what main says today.
Resolution, file by file, measured against origin/main (08c88f39):
- .devcontainer/devcontainer.json — KEEP MAIN. Main's version is strictly
richer (corepack pin, siax-doctor postStart, forwardPorts, AUTH_ENFORCE).
The scaffold's three-line version would be a regression.
- compose.dev.yaml — KEEP MAIN. Main declares a real pgvector service with
an init mount, healthcheck and a documented P014 verification. The
scaffold's `services: {}` would delete a working local dev stack.
- docs/compliance/SCAFFOLD-TODO.md — DROPPED. Written 2026-08-11 and now
false on every substantive claim: it says siax.repo.json fails schema
validation (main's has repo/lifecycle/gitHost/consumedBy/children/
operationalState and object-form domains), that domains are strings (they
are objects), that consumedBy is missing (present), and that DOC-07 has no
proven restore (docs/runbook/backup-restore.md line 23 records an executed
drill dated 2026-09-03). Merging it would add stale false statements.
- .gitea/CODEOWNERS — KEPT. Genuinely absent from main, still wanted by
CI-14, and correct as written.
Net diff against main is one added file.
